I know most people dispute information online. I want to do it over the phone, I know it can be done because I’ve heard of people being able to do so, I just cant figure out how. I don’t want to talk to a machine either.

I’m pretty sure your disputes must be in writing – either a letter or posted to their website.
You have to file the dispute in writing. Why do you want to waste your time just to talk to a person? It will not expedite anything, no matter what the problem or how urgent you think it is.

You can not and should not. You want to do this in writing and some even do it Certified return receipt requested just to show the steps taken if the bureaus do not respond.
